If a video has captions enabled on YouTube mobile and desktop, you can find a transcript. On the desktop go to the bottom of the video and click on the description. Next, scroll down to the bottom and click the button showing the transcript. When you click that you can see the transcript with timestamps. You can click the three dots on top if you want the timestamps to go away.
Use CMD/CTRL F to search through the text. I use this feature to search for specific points in a video. Next, click the words and the video will jump to that part. Finding the transcript on mobile is nearly the same. Only you cannot use Ctrl F to find text in the videos and the transcript button is under the description, so you will find it faster.
